Director of Operations – MONTGOMERY COUNTY LIBRARY AND INFORMATION NETWORK CONSORTIUM

Overview: The Montgomery County Library and Information Network Consortium (MCLINC) seeks an experienced and forward-thinking Director of Operations to lead our library consortium and execute the consortium’s strategic plan. This role will enhance leadership and technological capabilities to support 16 diverse public libraries serving over 800,000 residents in Montgomery County, PA. Reporting to the MCLINC Board of Directors, the Director of Operations will guide the organization in resource sharing, public service improvement, and effective technology management.

This is a salaried exempt position with a 37.5 hour work week with a flexible schedule based on operational needs. Occasional remote work optional after first year of employment.

Key Responsibilities:
Leadership and Administration
Implement, administer and direct the daily operations of MCLINC Headquarters.

  • Proactively identify and address organizational needs and opportunities.
  • Manage the wide area network and local hardware linking all libraries to the internet and the MCLINC Headquarters.
  • Oversee the Integrated Library System (ILS) to ensure it meets user needs effectively and efficiently.
  • Collaborate with Consortium committees to develop and implement policies.

Collaborate effectively with the Board of Directors.

  • Communicate regularly with the Board of Directors, providing detailed reports and
    attending meetings.
  • Work with committees to ensure board policies are executed and feedback is integrated
    into decisions.

Training and Development
Foster an environment of collaboration among team members.

  • Coordinate training programs for staff on the ILS and related technologies.
  • Facilitate strong standing committees comprised of representatives from throughout the Consortium.

Customer Service
Commitment to providing exceptional service to member libraries.

  • Ensure a seamless user experience for patrons and staff across all libraries.
  • Stay informed about the latest trends in technology and library services.

Fiscal Management
Maintain sound fiscal management of all MCLINC operations.

  • Manage the operating budget and prepare annual financial reports.
  • Negotiate contracts for ILS services and other technological resources.
  • Oversee and manage execution of contracted services.
  • Prepare and submit E-rate filings and grant applications.

Ideal Candidate Qualifications:

  • A fluency in information technology and the ability to communicate effectively on IT topics and issues.
  • A self-motivated individual with the ability to move consortium projects and goals forward
  • A thorough understanding of budgeting and fiscal responsibility.
  • A knowledge of public library operations.

Minimum Qualifications:

  • Supervisory experience, including staff training and evaluation.
  • Significant experience with database and project management.
  • Strong problem-solving and organizational skills.
  • Excellent written and verbal communication skills, especially in simplifying IT concepts.
  • Experience in grant writing and implementation.
  • Valid driver’s license and ability to travel within Montgomery County.

Education and Experience:

  • 5+ years in management, preferably within non-profit, library, or related fields.
  • Excellent computer skills with advanced knowledge of MS Office, database, internet applications, and network functions.
  • Preferred: Project Management Professional Certification.

Physical Demands:

  • Ability to walk, stand, and sit for extended periods.
  • Capability to lift and carry at least 30 pounds, with the ability to push up to 100 pounds.
  • Dexterity to operate computer equipment and perform various manual tasks.

  • Potential employment is contingent upon completing/submitting within 45 days of hire the results of the following background checks: PA State Police Criminal History, Child Abuse History, FBI clearances, mandated reporter training, or other clearances as required.

This professional position provides services to the general public on a day-to-day basis and is responsible for public services to adults, including connecting our users to information, research, programs, and collections through active, personalized engagement, ensuring that our in-person, virtual, and research services are of the highest quality. This includes, but is not limited to: the management and scheduling of the Reference Desk, collection management, planning and implementing programs, aiding the public with computer use, and promoting the use of the collection through displays, group visits, publicity, and outreach. Other duties include responsibility for the Reference Desk functions, including maintaining up-to-date information resources, and developing adult programs of interest to the community, both online and in-person. The work requires that the employee have considerable knowledge, skill, and ability in current trends in public library services, technology, and programming.

Core Duties

  • Responsible for a busy Reference Desk, including but not limited to scheduling staff shifts and coverage, assisting patrons with queries, technology assistance, and Library displays.
  • Collection Development & Maintenance for adult fiction, nonfiction and eMaterials.
  • Programming for adults, such as book clubs, outside presenters, creating and presenting programs.

Expanded Duties

  • Assisting in establishing goals and objectives for the Library, following the Library’ Strategic Plan.
  • Informing the Director of problems and offering solutions.
  • Providing input into budgeting, and managing the purchase of print and nonprint materials for adults, as assigned.
  • Setting up and following a weeding schedule.
  • Serving as a resource person on materials for adults and for all staff.
  • Marketing and publicizing the collection and services, including through social media and Library displays.
  • Maintaining the periodicals and reference collections, in the Library and online.
  • Working with staff to maintain and expand the Library of Things collection.
  • Offering friendly, reliable, and courteous service to all members of the public.
  • Assisting patrons of all ages to select or locate materials, including eResources.
  • Assisting patrons in identifying their reading and information needs and encouraging development of new skills and interests.
  • Planning and implementing book-discussion groups.
  • Planning, implementing, and evaluating programs of general interest to the public, using both internal and external resources and presenters.
  • Participation in professional organizations, and attendance at workshops and conferences as approved.

Qualifications

Knowledge

  • Knowledge of the principles, practices and procedures of library science.
  • Knowledge of research techniques and reference sources.
  • Knowledge of database and online reference sources, Internet, computer applications and library system software.
  • Knowledge of adult literature and reading interests.
  • Knowledge of collection management, including budgeting, purchasing, and weeding.

Skills

  • Excellent oral and written communication skills essential.
  • Advanced technology skills. Working knowledge of Google Suite, Canva, Constant Contact, and Zoom are essential. Ability to use eResources and promote to the public and staff.
  • Ability to set priorities and complete projects independently and as a member of a team.
  • Ability to organize and collaborate work with part time professional staff.
  • Ability to interact with persons of all ages.

Physical Requirements

  • Ability to sit for a minimum of 4 up to 8 hours, stand and/or walk for a minimum of 2 up to 4 hours per workday.
  • Ability to bend/stoop, squat, kneel, reach above shoulder level, lift, push and pull up to 40% of the workday for material manipulation.
  • Ability to lift and carry up to 34 pounds of materials up to 10% of the workday, lift and carry up to 24 pounds of materials up to 20% of the workday, and lift and carry up to 10 pounds of materials up to 50% of the workday.
  • Ability to repetitively grasp, lift and carry materials and objects.
  • Ability to repetitively perform fine motor manipulations including typing and writing.

Minimum Education, Training, and Experience Required:

  • Master’s Degree in Library Science from an ALA-accredited school.
  • Eligibility for a Commonwealth of Pennsylvania public librarian’s professional certificate at time of application for appointment; possession of certificate at time of appointment

Job Hours: 37.5 hours per week, including some evenings and weekend rotation

Job Summary:
The Youth Services Assistant is responsible for assisting the Youth Services Librarians with the daily operations of the Youth Services Department. This person assists in developing and implementing programs and events for children (birth to 18 years old) and families.

Responsibilities:
● Develop and deliver preschool storytimes and special programming events related to the Library’s mission in the community.
● Provide outreach to and maintain relationships with preschools and child care sites. Programming delivered off site will require use of a personal vehicle.
● Assist youth (children from birth through high school), parents, and other adults in selecting appropriate children’s and young adult materials.
● Assist as directed with displays and promotions of materials to encourage use by youth and adults.
● Assist in creating a pleasant, inviting environment in the Youth Services area by maintaining materials and equipment in a well-organized and orderly fashion following Library procedure; operate and make minor repairs of audio-visual equipment, computers and related media as necessary.
● Supervise the Youth Services room and volunteers in the absence of the Youth Services Librarian.
● Cooperate as a team member with all Library staff in performing any professional or nonprofessional duties essential to the achievement of efficient Library operations.

Essential Knowledge, Skills and Abilities:
A Bachelor’s degree and Library experience with knowledge of child development and children’s literature desired. Also: knowledge of current trends in Library service to children; ability to speak and write effectively; ability work with all members of the Library staff; computer skills, including Google Workspace (drive, docs, sheets, gmail, calendar), general internet, social media, and Canva are a must. Hold a valid driver’s license and reliable transportation for working off-site. Must be curious, comfortable around children of all ages, motivated and able to exercise initiative and independent judgment.

Hours Required: 37.5 includes evening and occasional weekend hours.

Salary: $35,000-37,000 plus benefits. All Library positions require a PA state criminal background check, PA Child Abuse History Clearance and a FBI fingerprint-based federal criminal history background check prior to start date.
